It focuses on the linkages between the natural,social and economic sciences to the development of sustainable oceangovernance, and on the research-management interface that can rendergovernance operable. The Course stresses the inter-linkages ofmulti-disciplinary inputs, and on the support of technology to enablethe effective achievement of ocean management and sustainabledevelopment. The emphasis of the course will be on the implications ofthe EU maritime policy for the European regional seas and thepractical implementation that takes into account the particularitiesof seas as different and sensitive as the Mediterranean, Black, Balticand Caspian Seas. The EU maritime policy and the coherence of policiesof neighbouring states with it are investigated in depth as basis forregional cooperation. The course aims to build stronger coherencebetween the EU and its acceding countries and their neighbours intheir engagement in the governance of the regional seas, promotinginter-regional comparisons, shared experiences and exchange of bestpractice scenarios, and fostering interaction between participantsfrom European, Eastern European, North African and Middle Eastcountries bordering the Mediterranean.This course consists of 4 modules, presented over a five-week period.Topics covered include· Global Ocean Governance Framework· Managing our relations with the oceans· Conflict Management and Consensus-Building· Regional Ocean Governance Frameworks for the Mediterranean,Black, Baltic and Caspian SeasIt is specifically designed to benefit mid-career professionals,government officials, educators, researchers and civil societyparticipants, preferably with coastal/marine-related responsibilities.Preference will be given to candidates from developing countries ofthe Mediterranean and Eastern European countries.Further information is available onhttp://www.capemalta.net/ioimoc/course2008/index.htmland the Course Flier (attached) may be downloaded from the TrainingCourse Home Page.Target participants: Candidates should preferably have anundergraduate degree in a field relevant to marine affairs andscience. Applicants from developed countries or countries outsidethe region will be considered only if they are fully funded or areregistered at the University of Malta as graduate students.Course Application: Applicants should register their interest in thecourse by submitting the online Preliminary Interest Form.
